Anyone Knowledgable on Viaticals?

I worked insurance for two years in my 20's. I always heard about Viaticals but understood it was somewhat of an underground type of business. My question is how to do I learn the process and find a company that specializes in this form of insurance settlement? I tried emailing my states assistant insurance commissioner only to be ignored. I hear it is very big in states like Florida. I thought this would be a good place to ask because it seems like such a good time to get into that type of business.
