Are they only looking for agents who are "hearing impaired"? If not why was he "shouting"?

He doesn't even have a dedicated fax line.

Actually, I use to have a number that could determine if it was a fax or not. If it was voice, my phone rang, if it was fax it was received and sent to my email. It was pretty cool, except it had trouble with old fax machines. Apparently newer ones send some kind of signal that helps the phone system determine that it is a fax.

That may or may not be the case here. But I suspect this is a scam to get people bank account information.
