Best SOA/48-hour flow for MA inbound call leads?

How does the typical SOA flow and 48-hour rule work with MA purchased calls?

You can generate your own leads or buy inbound calls and warm transfers from lead providers. What do you pitch before getting the SOA signed? What percentage of these leads are you able to successfully reach again after the 48-hour window? What processes have you found to be most effective for the pre-SOA flow, obtaining the SOA signature, and the post-SOA meeting? I'm asking in the context of purchasing calls, not as a local agent.

1) You don't pitch anything before the SOA

2) Inbound calls don't require 48 hour SOA per carriers

48 hour SOA is a pile of shit anyway.. stupidest regulation I have heard of by far
