Best Way to Get Inexpensive Car Ins. for Uninsured Motorist

I know someone who is uninsured (not sure how long). They are being quoted VERY high rates. I advised them why. But what is the best option for them getting back into the game at a reasonable rate?

Going liability only for awhile and then going full coverage?
