Blue Shield in CA

Has anyone else had their applications take long with Blue Shield of CA? Just this past month I've noticed that their U/W times are way longer than Blue Cross or most other carriers.
 
Yes I have an app sitting in underwriting for over 2 weeks. They are odd usually instant or forever. Most consistant company at getting people approved fast is BC of CA.
 
I attended a BS seminar on their IFP and Medicare products for Santa Clara County in California. Instructor said for IFP, they've moved WFI desk to underwriting department to reduce cycle time of underwriting decisions. Also, a probably action form for underwriting assessment will be provided within 24 hours.

Also, attending many of these seminars earn "continuing education" credit. The instructor and one experienced agent also said that HSAs will be the product to focus on.
