I doubt that HHS will respond to all 50 questions from the Governor of Iowa. Most likely they'll just assume he is one of the hard-nosed governors and simply add Iowa to the growing list of states turning over 100% of their Exchange to the Feds for setup and operation.

HHS will not answer these questions because they can't.

There is going to be big issue with setting up the Fed exchange in time. Federal exchange is going to have to adapt to each states eligibility for Medicaid and Chip.

That is why the fed is scrambling. They originally thought they could blanket the fed exchange and now they can not.
