The Wall Street Journal: California Health Exchange Might Face Online-Enrollment Delay

California's new health-insurance exchange, the biggest of the state marketplaces emerging under the federal health overhaul law, has started telling insurers that there's a possibility it won't be ready to sign up consumers for coverage online when it launches on Oct. 1. spokesman for Covered California, the state agency creating the exchange, said the technology for its enrollment process is still being tested, and "we are fully planning on being fully functional on Oct. 1"

IMO, You would be crazy to enroll someone on Oct 1st for a Jan 1st effective date.
I would let the dust settle first.
I have told my clients I will start enrolling people sometime in Nov.
Here is the problem I see.
You enroll someone on Oct 1st. They then talk to a neighbor who also enrolled except in a different plan. Your client then comes back to you AGAIN!
With skimpy commission, I will only have time to talk to clients once.
Or, another agent replaces your client thereby trumping you as the agent of record.
This will be my plan of attack for the Open Enrollment. Next year might be different.

I agree wholeheartedly. I am preparing my clients in October, but warning them all not to jump into a mess when they can wait until Nov.
 
I'm going to tell people to stay put. The enrollment period lasts thru March 31. I'm going to tell them to watch it play out & then if they want to go to the exchange, I'll help them after Medicare annual enrollment ends.
 
Bad idea in CA. Covered CA solicitation requires all carriers to terminate NGF coverage plans on 12/31/13. Anyone on NGF plan with a CC carrier has to be enrolled in a new plan by 1/1/14 or be uninsured until they get enrolled. Also, if you don't get them by 12/31 the carrier will auto-enroll them to a new non-exchange plan (they are developing the transfer matrices now).


Anthem already announced full termination of NGF coverage on 12/31.

Sorry - didn't know that. It's not that way in my market, but I guess that's because in MO & KS we're going to have a Federal Exchange that doesn't exist yet. The carriers here are going to allow people to stay on their existing plan (even if they are not grandfathered). If they aren't grandfathered, they will be given a rate adjustment - most likely in December & will sign an addendum & then be allowed to keep their plan through December 2014. Not sure if other markets will have that situation or not where there are Federal exchanges (uh, I mean "Marketplaces") . . .

Any idea for Kaiser and the local companies? Chinese Health, Western Health Adv, Molina etc?
I would think they will likely all be direct as well, but has anyone heard of a process to contract with them? Biggest question is Kaiser! :skeptical:
