Can a Jan 16 IEP Be Submitted Prior to Oct 15?

Yes. I've submitted an app on 10/1 for 1/1 for a T65...

Yes, but make sure you make it clear to the carrier. Some poor temp is likely to receive the app and have just enough training to reject it because they will assume you submitted it too early.

It will come down to which election period is used. Obviously iep is what you should put and not have an issue.
