Carrier with Guaranteed Issue and Debit Card?

Know of any carrier that has Guaranteed Issue FE plan that also takes debit cards? I have 5-Star but don't think they have a GI plan. Running into some folks on SSDI (Social Security Disability) that have health issues and need GI but only have the government issued debit card and no bank accounts. Lady yesterday has HIV.
