Client moved to France in the last couple of years, would like a new term policy come this Dec. He plans on continuing to live in France and getting dual citizenship. What carriers would be best for this situation?

Is he going to have any assets left in the US? If not I would recommend he speak to a French agent, I think most of the agents here are US based. Insurance can be set up entirely different in different countries.
 
A french citizen can normally not buy a US life policy (same with Japan, Italy, and some other countries). You can consult your carriers on this but Prudential and Symetra both have pretty extensive guides.

You can also always look at Lloyd's coverholders. They'll insure almost anyone.

If he wants this policy, get it now before his citizenship processes.
