CMS: HealthCare.gov Small-group Activity is Far Below Expectations

Employees of companies with SHOP coverage have to file applications of their own. CMS estimates HealthCare.gov is getting about 60,000 SHOP coverage applications from employees per year, or about 6 percent of the 1 million in employee application flow the agency estimated in 2012.

CMS has increased its estimate of the time it takes an employee to complete an employee application to about an hour, up from an estimate of about 6 minutes given in 2012.

Has anyone EVER seen a SHOP eligible case where the employees weren't better off being on the FFM and getting a subsidy?

Maybe if they fixed the family glitch, they would have better participation?
 
Try getting paid by the shop. NPNs not crossing over. Ugh. One agent wanted to do SHOP, it took 5 months to get the first commission.
 
I've shut all of my really small groups down. A few employees have bought on the exchange but many found it too much hassle. One person had to prove that he wasn't incarcerated. The fix was to write a letter stating that he wasn't in jail and have it signed & notorized. I suggested simply taking a selfie in front of the jail but that strategy ultimately didn't fly. Regardless, the guy never paid his premium.

The sad part is it's true. The Gubmt can pull data on a person's former incarceration and can't know that a person is here legally. One friend who has been here legally for 40 yrs and paid taxes for 40 years had to document his legality. Self employed who usually file the actual return in October of the following year have to send in a proforma income statement which has no meaning and won't be looked at in order to buy insurance. WTF!!!
