Contract Towing Markets in IL

I am having a rough time placing a garage risk due to thier contract towing. They tow for the local Police department. They do not tow on Interstate or large highways pretty much a rural community in IL. All standard markets are skiddish due to this exposure. I do not have access to Auto-Owners. Any help would be appreciated!

One last thing, their towing operations entail accident tows, Dui's and the like and they are a 24/7 operation

towing is not a difficult thing, not sure what your problem is, now repo/towing is an issue,

call a few big MGA's.
