What you're looking for, unfortunately, does not exist.
Email blasts have to be opt-in. Best case scenario you coud find them narrowed down by state, but no company can provide them as confirmed homeowners targeted by zip code as an opt-in list. Another problem with them is that folks tend to change their email addresses and/or give out their "junk" accounts for folks they don't trust, so your connect rate is going to be rough. I have access to them, but considering the above, especially that they are supposed to be opt-in to be compliant, I almost never sell them.
There are some national opt-in lists that are pretty good, but they're a little pricey and lack the ability to target the way you're looking for.

I got your message. I'm from NY originally, but live just outside of DC now.

No aware of one for homeowners but I used s program called power leads pro for commercial leads and it worked... but most of the responses were for "distressed" prospects. Lapses, bad payers, etc. I don't think great clients respond to email blasts.
