Is it possible (legal) to set up an executive (or carve out) HRA?

Question was posed to me and, with it being the end of the week, my brain is fried.

Employer wants to bonus premiums for individual major med to management class employees only. In essence, an executive HRA POP.
 
HRA's cannot be used to pay for premiums.... so beware of that first and foremost.

If used for medical reimbursements then YES an employer can set up CLASSES of employees pretty much any way they want... they simply CANNOT discriminate among the class.

HRA's can be used to just pay for premiums. Why do they have premium only HRA's? Also they can be used in conjunction with HSA's. This is argued all the time.
