gi supp question

I have a 75 year old retiree who has kept their previous employers group health insurance. They've also had part B since the age of 65. They now want to disenroll from that group health plan and sign up for a supplement. This person is not currently working. Is this a GI situation. The State is Illinois. Who knows, or where can I find info? I've been told that it's a Gi situation from Cigna, but I'd like to see it in writing somewhere. And then, do companies pay commission on Gi in Illinois?
