Healthcare, Group, and a 22 Yr Old

A gent that I know just got a new job, and wants to include his 22 yr old son, who is not a full time student. He was told by the company offering the group health plan that his son will not be covered until January of 2011. Their open enrollment for his company is December, 2010, with the new policy year taking effect January 1, 2011.

When I attended the Blue Cross Blue Shield meeting last week (thanks, #1), they informed us that all under 27 dependents had to be enrolled on to the group plans November 1 - 30.

Was that just a Blue Cross thing, or does it apply to all insurance companies?

CIGNA, who is the provider for this company's group plan, told my acquaintance that it wasn't necessary, and to wait until December, during open enrollment.

Can someone please clarify? I don't want to give him any wrong information.
 
As I understand it, dependents under 26 can be added as a NEW ENROLLEE when the employee signs up OR during open enrollment.

Call Cigna group dept for clarification.
