Help Needed FE for a Male73 TN.

I hope for suggestions...I don't do a lot of FE.

Male 73 not great health but not really bad.. except he has to have help bathing & toileting due to hip. Limited Income.... Obviously Graded Benefit... but which one?

Is he confined to a wheelchair? If not, American Continental would be just fine for him.
