As you may know, Horizon Blue Cross Blue Shield of NJ does not pay commissions; they administer broker commissions as a service on behalf of their customers.

Horizon BCBSNJ require customer approval and authorization of the amount of commission to always be included in the premium rates for their insured business or as a component of their self-funded fees.

To ensure that all benefits and rates, including authorized commissions, are accurate and implemented correctly, Horizon BCBSNJ developed a process that requires customers to sign off on all renewals and paperwork approving benefits, rates and broker commission on a timely basis.

Horizon must receive client sign-off on all benefits, rates and commissions no later then 45 days after the group's effective or renewal date. If Horizon does not receive sign-off within the 45 day period, commission on the group will be eliminated. The rate will then be reduced to not include commission.

Horizon believes that this will reduce errors in processing, improve quality and eliminate any misunderstanding between the client, the broker and Horizon BCBSNJ on exactly which benefits, rates and commissions the client approved for Horizon to administer on their behalf.
