How Do You Go About Offering Insurance for a NEW Niche?

It's not anything offered now, like auto, home, renters, life, etc... it's a product that doesn't exist but I think it would be a very lucrative insurance.

What type of licensing would be necessary, what departments in CA would I have to work with, and what is the legal aspect of something like this?

So you have a product that could go to market? You should contact insurance companies.

If you wanted to start an insurance company, you would need millions, bonds, regulatory agents, licenses, etc. etc. etc.

I would advise you to start with contacting an Insurance Attorney to give you proper guidance. I would not have any idea who would be the appropriate person to talk to in regards to this, so I assume an attorney would at least be able to tell you how to start.
