How Many Policies Should I Be Able To Issue

After several years of being a p&c agent and then a wholesale rep for a major carrier, I am looking to go independent and concentrate on indivudal and small group health. I am going to market in 5 states for the individual, but stick to my home state for small group (I have seen to many agents spend tons of money and time to do small group out of state and have it not work to try right now). I know a lot is dependent on my skills, but is there a realisitc figure of how many individual plans (I will have all the needed carriers (golden rule, aetna, a/c, bcbs, etc.)) I can expect to issue a monthly basis?
 
Here's my question; with the HUGE uncertainties surrounding both the individual and small group health market right now, why would anyone commit their resources to it before finding out what the rules are gonna be?
 
3 policies per week is very good, 4 is extremely good and there's only a handful of agents writing more then 4 a week who can actually sleep at night. Not impossible, just rare.
 
Great question, but unfortunately I reside in the broke state of Michigan. I have been in sales for years and it is what I know and what I do best. I have looked at other industries, but there is not much out there in Michigan right now and with the dpressed home values I can't afford to move. My current employer is so far priced out of the market (literally in the bottom 25% of the players in the market) that trying to sell something has become darn near impossible unless the client falls into just the right age/sex factor location.
