I know many of you have worked your butts off for the past 6 months enrolling people both on and off exchange and it's pretty clear to me that On Exchange commission payments are woefully behind (and maybe never to be).

I hope those of you who have truly gotten screwed over during this open enrollment by heavily relying on Exchange business take some time to re-evaluate your business plan for the next OEP.

Those of us to re-evaluated this past October and chose to focus on Off Exchange business by and large had sensational results, it will still be there during the next OEP as many people lose their existing coverage.

My advice for all of you is that if you have Exchange business to focus on the companies that have paid you and completely ignore the ones who haven't-if they all haven't, market to people above 250% of FPL with the approach that the money they get back in subsidies really isn't that much relative to the oversight of the IRS, that's an approach that worked out very well for me this past OEP (I signed up many people who would rather pay an extra $25-50 a month for an Off Exchange plan than go through the crap needed to get a subsidy and retain it).

You have 6 months to figure this out, even if you are doing SEP enrollments and other business there is plenty of time to put together a business and marketing plan that will reward you for your time and effort.
 
I was told that for my local BCBS, if the payment to them is even $1 short combined between the premium + subsidy, they will not pay the commission until the full balance is received. They used to pay two months of commissions if there was even a $1 overpayment. To date they have not received a dime from the feds, so no comp. Ridiculous.
