I work for a Medicare carrier as an internal Medicare agent. They are going to
start selling ACA in various states. I am not licensed in all the states they will offer. They are having us Medicare agents giving basic plan information to people calling in (during AEP of all things). Things like looking up medications, hospitals, providers, etc. My question is, since I am not licensed in all the states, should I be discussing the plan with the prospects? I think I should not be doing this activity. What do you think?
 
I note that in Virginia non licensed health assisters (a Healthcare.gov role development intended to broaden the opportunities for uninsureds to get covered) are reminded that they can't give advice about coverage to those looking for help with health insurance on the Virginia Marketplace.
Your situation seems to skirt the edge. I don't know about all places but in Virginia the rule is to be licensed to discuss insurance in a sales, soliciting or negotiating role.
