IMOs and upline

Your Upline that you hopefully carefully checked out and selected over all the others you interviewed has to sign off on you moving. Most won't allow it. That's why you always make sure you sign up with one that will.

If they won't sign a release to let you move then you need to cancel your contracts with each carrier individually and sit out from those companies for 6-months. But call your NEW carefully chosen IMO and they will help you select different companies that you can sell now.

Moral of the story: it's never been easier than today to do all your research before you sign up with anyone. Choose carefully.
 
Could I stay with same imo and change the upline?
How many layers down are you? And why? Are you in a situation where you are not comfortable asking all your questions to the person training you? If so, that's not good.

What attracted you to contract under the people that you are under? New agents make mistakes a lot. But be sure to research for your next move. The way you were asking about transferring within the IMO to a different up line sounds like you were in a pyramid style Agency. If that's the case, the next step line is going to be just as bad as the one you're with. Those entire agencies are bad.
