Issue with Identify Verification for Current Consumer

I have a client from last year who is currently enrolled and have subsidy. I tried to help him renew his 2015 application but couldn't log in his account. The email he registered is no longer active. so I created a new account for him. Last year there was no issue but now when we created a new account it said his identity is not verify. Is anyone having this issue??

Looks that it is because there is already an account and makes sense in order not to duplicate policies. I wonder if the webbroker platforms tske care of this issue...
 
Thanks guys for the reply. I was on the phone with marketplace for 3 hrs trying to solve this but nothing works. Because my client couldn't access to the email when he register in 2014, so we couldn't reset the password to login that account. Even the marketplace change the new update email, everything is send to the original email., wish marketplace could solve this issue soon as I have so many client fall in this situation. And I so hate to call in for every single client and if they need to update anything later on we still have to call in. So frustrated
 
If it's a simple case, submit it through a Web Broker.
No identity verifications EVER with my HealthSherpa enrollments.
Within 10 minutes, they are enrolled.
