Landlord Doing a Full Renovation on His Commercial Property

so i got a someone who wants to do a full renovation on his retail level commercial property.

he is the owner of the building, and has lessor risk insurance already.

does he need to get builders insurance if he has doing the work himself? he has the work permits and etc... but he will do 99% of the work himself as he does construction.

does he need any coverage?

now he wants to hire some 1099 to help him work. does he need worker comp or some type of insurance to cover him?

situation as it stands now just got more complicated.

insured is owner of the building and doing renovation of the retail level.

he has work permits and has a architect to draw him a new blueprint of the work that needs to be done.

he wants to perform the work himself after the architect has given him the new plans.

he will hire some 1099 laborers to help him. he only has lessor risk insurance.

what insurance does he need to protect him during the renovation and his laborers?

does he need to get worker comp on his 1099 laborers (these are TRUE 1099 ICs)?

does he need to get any sort of construction liability, if he is the owner and building and doing the repairs. Will his own lessor risk insurance cover him, in the event of accident OR damage to the building?

btw, all inside work, no exterior.
