License Revoked

My husband had his 220 and series license revoked due to a felony conviction. The state revoked his license for 2 yrs. and are now saying that due to the felony being a class A, he will not be eligible to re-apply for 13 more years. Does anyone know if all states are the same? We currently reside in Florida. This was a federal conviction (overstated income on a home loan application based on what employer stated income would be). We would really like to open our own agency (I have my 440, studying for 220) either in Florida, Ky, or TN, but if all states are the same and will not allow him before the board to share our side of the story, it appears to be pointless. Any advice or direction would be greatly appreciated.

Just be sure to keep in mind as you go along that unless you are planning to just deal with shlock carriers (assuming you can get that far, which is an open question) that you will still need to get E&O. That could be very dicey particularly since your husband was convicted of a finance related crime. I suspect that just having a license revocation in another state is a show stopper but that is not for me to say. I am just flagging another variable you need to check out.
