Lower Health Commissions = Increase of Bad Life/CI Business?

In April, Assurity reduced the number of months they would advance commissions (on Life and C.I.) from 9 months to 6 months.On August 1st, Dearborn National (sister company of BCBS-IL) reduced their Life and Critical Illness advances from 9 to 6 months as well. In both instances the reduction was due to a sudden increase in the amount of "bad" business being submitted by agents. Obamacare caused Health Insurers to cut commissions by 25% to 50% on January 1st of this year. Could this influx of bad life/C.I. business be a result of agents trying to make up the lost health commissions by over-pressuring, or even not telling new health insurance clients that they have these add-ons? -AC
