I use Ritter IM, they have most of the top Med Sup companies and they are good to work with. They are in TX too. Some require E&O, some don't

I would go to Medicare.gov and see what is available since Part D is state wide.
Then choose the best ones and go from there.
As mentioned, E&O is determined by the carrier. There may be no way around that one.
