New P&C Agency in WA, Help

I am opening a new agency in WA.

I don't know how many direct appointments I can get with no existing book...open to suggestions.

I don't know which brokers would be best to use considering I will most likely need to use one to build my initial book...help.

Any suggestions are appreciated! Thanks.
