NY Guaranteed Issue FE Question

Can you please provide some insight as to who we can use in New York for Guaranteed Issue Final Expense? 68 YO Female w/ Congestive Heart Failure. I need an agent/agency for a commission split in cases like this as they are coming up all the time now that we're actively soliciting WNY. Foresters will be a decline even with graded/modified and they're my main NY carrier. Any insights are appreciated. Many thanks in advance!
