Off HIX. Same Rules?

This is probably here somewhere but I don't have the time to go through all of Bill's 7000 posts so here goes.

If someone wants to buy off HIX can they buy at any time or only during OE or following a life event?

Tater, AIC and others feel free to weigh in. Same for Ann who I know will provide an epistle on what you can and cannot do.

I heard that if the Cubs win not only will there be no premiums, but the insurance company will be required to send you a check for what the premium would have been. If the Yankees win, then all rates double.

well... there may be a host of "loopholes" that generate an SEP... we are still waiting on those
