Off Marketplace Plans Require Attestation for Pediatric Dental

On an off-marketplace medical application, the consumer has to attest to this:

"The Affordable Care Act (ACA) requires that we seek reasonable assurance from you that you and each individual on the policy have coverage for pediatric dental services. The ACA considers coverage for pediatric dental as an Essential Health Benefit (EHB). You may purchase pediatric dental coverage through a Marketplace certified Stand Alone Dental Plan.

I attest that I have purchased a pediatric dental product for any children on this application under the age of 19 through an exchange certified stand alone dental plan."

The problem is, I can't find anywhere else other than the marketplace to purchase an "exchange certified stand alone dental plan" and you can't purchase one of those unless you are purchasing a marketplace plan. Obviously, you are not going to purchase a marketplace plan if you are purchasing an off-marketplace plan.

So, how do you satisfy this requirement?

Is there such a thing as an off-marketplace exchange certified stand alone dental plan???
