Their Shop tagline is "Click, Compare, Covered" - they might want to remove the middle word
As a result of initial discussions with carriers and other stakeholders, we have learned that:
Carriers are challenged with making the necessary operational changes within the time constraints required to implement the SHOP;
The value of the SHOP is unclear for some carriers and small employers;
At least one carrier perceives that participation in the SHOP brings with it additional insurance risk that they are reluctant to assume;
