Does PA and NJ required you to have a brick & mortar in order to open an independent insurance agency?
 
I don't think this is required by any state. The carrier is the one who tends to care. Also, there is a certain amount of practicality, since P&C is a volume game, usually requiring some staff to make it successful.

Clients also think you are more stable if you have a storefront of some sort, which is part of the reason carriers tend to require it.

No you don't have to have a B&M to open in PA but like DJS said it is tough to get appointed without one.
What part of PA are you from? I just started and indy and looking for flex space if you are interested in sharing it.
 
I know here in Florida some companies will not appoint agents if they do not have a commercial location. Some will appoint without it though. I rent an office in a full service executive suite building. All my clients love it and it is a heck of a lot cheaper than leasing, buying, etc a store front. Clients get to enjoy free coffee and food too which is a plus:)
