Prior authorization for repatha also a step therapy

This is a first for me.i have many people on repatha which always had a prior authorization but now they are telling member that they want a step therapy even though it only says prior authorization on website? This is with uhc ma I wonder what other expensive drugs with prior authorization they are going to start requiring step therapy
