I figures this legislation comes from Chairman Charles Rangel, D-N.Y.

I had a handful of small group in NY and told them to get a local broker to handle them. The insurance laws there are the worst. Small groups have to have a form of Cobra even if they are under 20 lives. That creates a mess for a employer that is 5 lives.

I hope this bill gets shot down because it would cause serious problems for a group to switch coverage if they have a large % of people on cobra. If they are electing cobra for 10 years that means they are high utilization.
