Public Livery Coverage in CA

Hello,

Does anyone know what carriers brokers use to get public livery coverage. For the past 3-4 yrs I've been going to every single convention to find a company who covers limo services, uber, lyft, medical transportation, etc but there are none. I thank you in advance for your answers.

I am looking for Pennsylvania Public transportation carriers for Taxi, Limo, and Para-transit coverage. Right now we have them insured with Natl Liability & Fire Ins. Any other Pa Carriers that anyone knows of?
