Question regarding insurers and writing auto in states they are not even in

So i'm working on an account, a rather large one. The carrier is a regional, not a national carrier. This account is commercial auto heavy, the business is a Kentucky Corporation. They have multiple vehicles garaged and driven in multiple states/ as well as driver's from those states, in states that the carrier is not licensed to do business in. I represent just about every major carrier, regional and national. all of my regional's of course are declining to quote it because they are not licensed in those states. This company that currently insures it is the same way, so the carrier is turning a blind eye to this.

So my question is, what are the potential legal consequences, or issues the regional that insures it now could face? How are they able to get away with doing business like this? Any help is greatly appreciated, thanks in advance.

Are all vehicles licensed in KY?
