Recruiter Compensation

I am about to open an independent agency after being captive for 5 years. I have a person that is an amazing networker. I would like to bring her on and recruit producers for my agency. However, I have never done this and I'm unsure how to compensate her. Since I am a start up, I will not be able to offer her a salary. Any suggestions would be appreciated.
 
That's a salaried position. Anyone on any type of commission should be able to directly control their income. If not there's simply far too much risk on her end.

Let's say you work on a compensation model for her based on commission. Since she cannot directly control the agent's output what kind of a conversation and you going to be having 2 months down the road after she's worked hard but the numbers aren't there.

And please don't take this the wrong way, but after 5 years why are you opening your own agency when it's clear you don't have the proper amount of capital.
