Somarco brought this to our attention about a week ago so I've been following it:

Regence resumes child-only policies | The Columbian

Interesting that Regence doesn't think the commission has any legal ground to stand on. I'd tend to disagree:

"Samantha Meese, spokeswoman for Regence, confirmed Monday that the nonprofit is following Kreidler's Oct. 15 cease-and-desist order. However, Meese also said in an e-mail that the commissioner's "legal position is not supported by Washington statutes" and that Regence "is exploring all of its legal and business options, and we will make a decision in the near future as to how we will proceed in a manner that best serves all of our members."

What T F!
He issues a cease and desist order to stop NOT doing something?
I always thought there had to be an action taking place for a cease and desist order to be issued.

I need to read more about this. I'm assuming that since the commission only issued the cease and desist against Regence that the other carriers have not discontinued their child only policies.

If that's the case (if) - then that gives Regence an unfair competitive advantage.

It appears Regence is to cease and desist not writing child only plans.

Yeah, that makes sense.

I think what they should do is to cease and desist (a double-redundancy BTW) from conducting business in Washington state, period.

Let's see how the Commish likes the idea of having only TWO major players in the healthcare field.

Ha!

History will get to repeat itself again if Kreidler isn't careful. Not to long ago there was almost no individual products available in WA. Although I don't believe it would hurt his feelings as he is a big proponent for govt health care.
