I was pointing out some of this on another thread. Forgetting about which companies choose to ditch coverage and pay the fine, low-level workers will quickly realize that they can come out ahead by ditching their group plan.

Why.

Low-level workers typically pay a portion of their group plan. Few companies pay the entire nut until you climb the company ladder a bit. Now, the fun begins when those workers go to add their family. The rate goes nuts.

So now you have workers earning, say $15/hr who qualify for the max subsidy and are far better off by leaving the group plan. When when Bob tells Joe about his huge savings in the lunch room, well....

And remember, if an employee chooses not to enroll his/her dependents on the employer plan and send them to the exchanges (cheaper in your example), they lose subsidy eligibility because they dependents did not enroll in the employer plan.
