There rev’s were 1/2 of last year . They blamed “ big inter year lapses “ and very similar plans this yr .It’s very hard to to have any type of loyalty on the phone with most low income to lower income people . You need face to face interaction on a guaranteed issue product were it’s easy to manipulate someone .
 
You also have to ask how their sales reps are paid, you'd think there is likely a pay structure geared toward new business and bonus's. If they want renewal, they have to incentivize their agents to do it. With agent turnover, it's probably a challenge to build a relationship with the customer. They should just sell off the new business blocks, to agents that can create relationships.
 
The real issue is agent turnover and lack of engagement. The beneficiary almost never speaks to the agent who enrolled them ever again. The customer service that does exist is lackluster. The agents have no incentive to conduct the enrollment in a way that would lead to long term retention.
