Somebody told on the snap shot bonus you need to have at least 1 small group policy in the books. Is that correct?

Sam, that is correct. You must have at least 1 Small Group policy in effect to be eligible for the BCBS "Snapshot" bonus. Please see the document link I pasted in your most recent thread regarding this...
