So Much for the Texas High Risk Health Pool

I would expect that every state will terminate their high-risk pool at some point. When would be the best time? At the end of the Exchange Open-Enrollment period? Those who don't get into the life rafts will have to tread water until the next rescue attempt in October 2014.

I received a letter today from the State of Illinois informing brokers that due to Exchange Open Enrollment beginning on October 1st, there will be no more $50 payments for signing up people on the ICHIP. (Illinois Comprehensive Insurance Plan.)

States will exit the risk pool market and COBRA will become a thing of the past. States lose a lot of $$ on these things and COBRA is a money loser as well, adding a ton of money to the employer health insurance plans.
