Software for Newsletter

I want to start writing a newsletter for my wife's agency. The goal is to provide value to her customers by educating them on insurance. I believe this will also soften them up for cross selling.

I want the newsletter to look as professional as possible and of course I don't want to pay much for it. I'm looking for a windows based product.

Does anyone have any suggestions?
