Just figured this out. It's so easy I'm surprised someone else hasn't mentioned it.

Just have all medical providers, including doctors, hosptials, labs, etc. reduce their charges by 90%.

Problem solved.

Not at all. We're paid on the insurance premium, not on what the provider gets from the company. Probably reduce insurance premiums by 50-75% but once I'm elected insurance commissioner, I'll require a minimum of 35% new and renewal commissions so nothing to worry about.
