State Based Exchange

I have forced my way to consulting the DOI on the state based exchange. My state has hired outside contractors to also research the state based exchange.

From my conversations with both the DOI and consulting firms I can tell you that they are clueless.

The DOI understand the role the agent has but the outside consulting firm does not.
The consulting firm did not know how a health insurance policy was obtained. I found this to be very alarming.

Neither one of them really no where to begin for developing a state based exchange. As it stands right now they will have a very difficult time hitting the 2014 dead line.

Further more the major carriers in my state are going to compete against any exchange that is offered.

Right now I think what will end up happening is the state will decided to let the federal gov set up a federal exchange. Where there will be federal employees that are not accountable advising people on what options they have.
If it goes this route the state DOI will lose power. The agent role in the federal exchange could mirror medicare.


All of you should call your DOI and ask them what they are doing on the state based exchange.

I did get assigned a role.
The NHU is coming up with a questionnaire for brokers for my state. NHU asked me to come up with some questions.

So I did.
I brought questions about distribution, enrollment, compensation, and agent service.

I pounded out about 50 detailed questions.

One thing we should all stress is that if there is a state based exchange only resident agents are able to sell it.
 
My non-resident license is just as valid as your resident license.

There is talk about a separate licensing program to sell the exchange. Similar to the MA type plans.

Consumers should have a choice. In my business, I could care less. But in principal, it would be more political bullshit. If I'm near the state border and have clients in both states, I would be very upset if something like that passed. Seperate licensing program, fine, but that licensing program should be open to anyone who wants to participate.

It will be open to anyone. Res or Non-res will not matter.

Who told you this?

My DOI can not confirm anything.

I wouldn't want to be selling in CA come 2014. Seems like we are expendable and it's a race to the bottom. Anyone want to take a guess what the salary is for "staff". I wonder if they'll get the phone routing to India correct.
