Suggestions for E&O Carrier for New P/C Agent?

I am trying to help my brother find E&O coverage at a price he can live with. He is newly licensed so I realize he's a high risk but he's surely not the first. I know it can be purchased, I'd just like to hear some feedback. He wants to go independent but it may just not be affordable with all the other start up costs. I have not shopped for E&O since I am a captive agent but I have shopped it for him a little and what I'm getting is terrible. Surely there's something out there for newbies that they can pay for and still turn a nickle. Suggestions, please? I've already tried Rockport and they were out in left field on pricing.
