TRAILER COVERAGE FOR NON PROFIT

I am in PA selling auto and homeowners can't seem to get a straight answer so thought I would throw it out on here. I have a non profit that owns a motorcycle trailer. The non profit allows it members to borrow said trailer. We know that whoever uses the trailer their own personal auto covers the trailer but what about the motorcycles and the contents? Non profit wants to know should / could the carry trailer insurance for liability? Thanks in advance
 
Unless I read this wrong there are a few assumptions which are incorrect. Liability on the trailer extends from the vehicle it is attached to, ie: you cut a turn too close and the trailer damages a vehicle or property. There is NO coverage for the contents on the auto policy. Any motorcycle within would need its own policy, any equipment might be covered under a Homeowners policy.
The trailer has NO coverage if it is not attached to the vehicle unless there is a policy for the trailer, ie: the trailer is borrowed for a Sturgis type rally and left at the hotel while biking for the day. You return and the trailer is missing because someone borrowed it with no intention of returning it (stolen). Trailer has no coverage and contents would fall to HO policy. Non-Profit will need a commercial policy to cover property it owns (trailer) and any contents it owns (jacks and equipment). Question then becomes does the non-profit want to file claim for liability on its policy when member causes a loss to someone else.
I would want to make sure that anyone who borrowed the trailer had excessive liability coverage in case they hit something or someone. Could be messy.
