Turning 65 Medicare Disability

I have a potential client that is turning 65 and is on Medicare disability. He only has Medicare and a humana rx plan. I know med supps would consider him to be in Open Enrollment. It seems like I read that MAPD plans would also accept him as open enrollment because he's turning 65. Does anyone know for sure. I wanted to give him both options because I think money is a factor.

MA/MAPD or PDP plans would have to accept under IEP.

It's not an IEP. His initial election period was when he was initially eligible for Medicare. It's still OEP though and he would be fine with that unless he enrolled into a pdp, ma, or ma-pd plan last month for a 2/1 effective.
